UPDATE: No owner was found, but the foster family has decided to officially adopt and have named him Scout. ORIGINAL: Black lab, no collar/tags, vet was not able to detect a chip. The dog is very friendly and well trained and does not appear to have been out for very long. In overall good condition except for a skin infection / rash.
