Pet Description:

I'm doubting this will do any good. My guy found this dog left by the road with a big bowl of water and no collar. He's got scars and is really beat up. Someone clipped his ears badly. He's clearly abused. I don't know who could do that but we can't keep him and really need the owner or someone whose able to step up and do the right thing.
