this puppy was nearly hit by a car when we found him. He was covered in ticks and starving. I understand that if he’s been out a while that would explain his condition. I don’t want a kid to be missing there puppy but at the same time if he’s in this condition because he wasn’t cared for properly then he can just stay with me.
