Black/ Charcoal colored Labrador? Looked like a male dog. It looked well fed. I didn’t get to see a collar or harness on him. Adult size or maybe even senior age. It was excited to see my dog and was whimpering while walking towards me and my dog. I couldn’t let it approach us since my dog isn’t social with other dogs. The dog noticed we were walking away from it and then retreated while still whimpering. It walked going North on 20th Ave S in Federal Way. Not an actual photo, but looks very sim
