Found female Chihuahua named "Sybil" on Black Rock Road in Upperco, MD (not far from Carroll County,MD). Dog has outdated tags: Rabies tag is 2006 from Beltway Animal Hospital, Loch Raven Blvd. and dog license is from 2011 in York County, PA. Attempts to contact original owner unsuccessful since phone number is not in service. She appeared to be neglected as she was underweight and weak. She is doing fine now and is well-trained, housebroken and very lovable. We will care for her until a permanent home can be found since we have two older cats.
